On March 1, 1803, Ohio became the 17th state to join the Union. The United States flag's design had not officially changed in 1791, when Vermont joined the Union as the first state after the original thirteen. Congress provided by law for a 15-star flag with the admission of Kentucky into the Union in 1795, but additional stars were not officially added to the flag's canton until 1818, when a 20-star flag was authorized. The stars of this flag thus caught up with the growth of the country since 1795, symbolizing the addition of the new states of Tennessee (which joined the Union in 1796), Ohio (1803), Louisiana (1812), Indiana (1816) and Mississippi (1817). The flag you see here imagines what a new American flag might have looked like in 1803, with 17 stars to honor the Buckeye State, the latest to join the Union.
The exact design of the American flag, including its proportions and the arrangement of stars, was not established as a matter of law until June 24, 1912, when President William Howard Taft issued an executive order to that effect. The flag today is still influenced by Taft's order standardizing its design.
